At Rockbridge Area Community Services, we provide various developmental disability services designed to support individuals and families at every stage of life. Our compassionate, dedicated team works to empower individuals with developmental disabilities, helping them achieve greater independence, social connection, and personal growth. Each service is designed to foster meaningful opportunities and improve the quality of life for those we serve.

Developmental Services

Developmental Disabilities Support Coordination

Support coordination serves as the ‘hub’ for individuals with Developmental Disabilities. Our Support Coordination team works with individuals and their families to assess individuals for the Developmental Disabilities Waiver.

Our Support coordinators lead treatment teams in identifying individual’s needs, linking them with appropriate services and supports, and monitoring their health, safety, and well-being in the community.

Group Day Support Services

RACS offers Group Day Support Services which focuses on programming at the Magnolia Center location. The program serves adults with developmental and/or intellectual disabilities up to five days per week, providing them with services and support to enhance their quality of life. Our center-based program is housed within The Magnolia Center at 75 Village Way in Lexington, Virginia.

Community Engagement Program

The Community Engagement program follows the same philosophy as the center-based program. We strive to match community engagement activities with the individuals and offer choices based on availability and the desires of the program participants. Each activity will have a maximum ratio of 1 staff to 3 program participants.

The Community Engagement program occurs in various settings to maximize opportunities for community integration and developing natural supports within the community.

RAISE Early Intervention Program

RAISE is part of the “Infant & Toddler Connection of Virginia,” the statewide system of early intervention services. www.infantva.org

RAISE provides coordinated, quality, comprehensive early intervention supports and services to families with infants and toddlers, birth to age three, who have developmental delays or disabilities or who are at high risk for delay. RAISE recognizes families as the primary agents of change in their child’s development and partners with each family during service delivery, supporting them in ways that enable them to achieve their goals for their child.

The RAISE early intervention program offers specialized support for young children with developmental disabilities and their families. Through this program, children receive developmental assessments, therapeutic services, and family-centered support to enhance their growth and learning. Our trained professionals work closely with families to develop personalized plans that address each child’s unique strengths and challenges, laying a foundation for lifelong development. The RAISE program focuses on early skill-building, providing resources and guidance that empower families to support their children’s progress at home and in everyday activities.



Services include:

  • Developmental screenings determine whether a young child is learning, playing, moving, talking, and understanding like other children.
  • Multidisciplinary team eligibility determination process.
  • Comprehensive assessments to thoroughly understand a child’s strengths and challenges.
  • Service coordination to ensure that each family receives the necessary services and support that will help their child reach their potential.
  • Physical therapy, speech therapy, occupational therapy, and developmental services help families help their children develop new skills and abilities during their everyday routine.
  • Transition support is used to assist families in securing appropriate services, if necessary, once their child is no longer age-appropriate for early intervention.

Anyone, including families, may make a referral to RAISE.

Group Homes

At Rockbridge Area Community Services, we operate three group homes in Buena Vista, Timber Ridge, and Millboro. Our residential facilities offer all the comforts of home, including single-occupancy bedrooms tailored to residents’ individual needs and tastes. 


Our group homes offer a safe, nurturing residential environment for individuals with developmental disabilities. These homes provide 24/7 support and personalized care from trained professionals, promoting independence and skill development in a home-like setting. Residents can engage in social activities, learn essential life skills, and build friendships, all while receiving the care they need. Our group homes focus on creating a sense of community, encouraging residents to achieve their personal goals in a supportive, structured environment.

  • Open and staffed 365 days a year, 24 hours a day
  • Our homes are licensed by the Virginia Department of Behavioral Health and Developmental Services
  • Subsidized by the U.S. Department of Housing and Urban Development (HUD), helping to make them an affordable option
  • Residents must be at least 18 and diagnosed with primary developmental disorder.
  • United States citizen or eligible immigration status as determined by HUD
  • Have a Medicaid Waiver slot, which provides funding for necessary training and supports
  • Meet low-income limits established by HUD for Rockbridge County
